What is REFRAIME?

REFRAIME is based on the understanding that the rapid development of new technologies requires better awareness among both the general public and the expert community to ensure that fundamental rights are not violated when artificial intelligence is designed and used.

In response to these needs, REFRAIME aims to improve the understanding and protection of fundamental rights in the digital age, in particular vis-à-vis the use of AI technologies. REFRAIME explores the intersection between fundamental rights and AI design, development, and deployment to promote awareness of the ways in which AI systems could challenge fundamental rights and identify measures for mitigation and redress.

By leveraging the EU Charter of Fundamental Rights, it seeks to enhance awareness, equip AI developers and legal practitioners with essential tools, and empower the public to safeguard their fundamental rights against AI-related threats. REFRAIME will foster continued dialogue on the mechanisms and processes required to protect fundamental rights in a changing socio-economic environment and contribute to promoting a transparent ecosystem for the development and deployment of trustworthy AI.

Based in Bulgaria, CSD conducts rigorous research, policy analysis, and public outreach initiatives aimed at enhancing transparency, accountability, and citizen participation. By engaging with diverse stakeholders, CSD offers expert insights on legal, political, and societal challenges, supporting evidence-based policymaking and strengthening democratic institutions. CSD is the national focal point in the pan-European research network, FRANET, that operates under the auspices of the EU Agency for Fundamental Rights (EU FRA).

Through collaboration with national and international partners, CECL fosters an understanding of constitutional principles and provides innovative insights to inform public policy and legal reforms.
